Managing Coastal Hazards to Create a Sustainable Community

Coastal Hazards like flooding and erosion can be a financial and resource drain on communities if not addressed effectively:

• Requires a high level of emergency services, preparedness and response costs.
• High costs to maintain infrastructure for both routine functions (roads, water systems, energy, communications) and for special storm or erosion protection projects.
• Compromises natural protective features that provide environmental quality as well as low cost storm protection.
• Continuing burdens on housing stock, business and open space unless adaptive measures are identified in advance and accompanied by funding or other necessary support.
• Periodic storm damage overwhelms protection, resulting in severe losses and potential long-term compromise of the community.

Recommendations for Coastal Hazards:

• Coastal Resilience Planning - This option for local governments is a comprehensive plan for coastal hazards, prepared as a component of an LWRP.  DOS recommends adjoining communities with shared storm exposure prepare plans on a regional basis.  DOS prepared the CRP guidance document to help with Risk Assessment in planning team setting to identify vulnerable assets and evaluate alternative management measures.
• Natural Protective Features - Leverage natural services by conserving beaches, dunes and wetlands.  Get both storm damage reduction and environmental quality benefits.
