Final Essex and Clinton Counties Waterfront Plan

The Lake Champlain communities of Essex and Clinton counties, in cooperation with the New York State Department of State Division of Coastal Resources, Lakes to Locks Passage, Inc. and the Essex and Clinton County planning and tourism offices, have developed a regional plan for

community revitalization, sustainable economic development, enhanced public access and promotion of Lake Champlain as an important resource for recreation and tourism. 

The Essex and Clinton Counties Waterfront Plan was prepared by Lakes to Locks Passage Inc. with funding from the Environmental Protection Fund Local Waterfront Revitalization Program. The plan is an update to the 1997 Essex and Clinton County Waterfront Revitalization Project, which was used successfully to advance a significant number of waterfront revitalization plans and projects. 

The Essex and Clinton Counties Waterfront Plan includes all of the communities along Lake Champlain: Village of Rouses Point; Town and Village of Champlain; Town of Chazy; Town of Beekmantown; Town and City of Plattsburgh; Town of Peru; and Town of Ausable in Clinton County; and Town of Chesterfield; Village of Keeseville; Town of Willsboro; Town of Essex; Town of Westport; Town of Moriah; Village of Port Henry; Town of Crown Point; and Town of Ticonderoga in Essex County.

The Essex and Clinton Counties Waterfront Plan provides a comprehensive approach to unifying the Lake Champlain waterfront, reports on the progress of projects undertaken since 1997, and identifies the next generation of projects needed to continue the revitalization of the communities along Lake Champlain.  The plan includes an inventory of existing conditions, issues and needs, describes a regional vision, goals and objectives, and identifies local and regional priority projects to advance revitalization along the waterfront.
