FY 2013 Great Lakes Areas of Concern Land Acquisition Grants

In response to NOAA’s mid-November Federal Funding Opportunity (FFO) notice for FY13 Great Lakes Areas of Concern (AOC) land acquisition grants, the Department of State – as administrator of New York’s Coastal Management Program, the sole entity authorized to submit grant applications to NOAA under the program – is soliciting potential land acquisition projects relating to the State’s five Great Lakes Areas of Concern. These AOCs include:

- the Buffalo River AOC

- the Eighteen Mile Creek AOC

- the Niagara River AOC

- the Rochester Embayments AOC

- the St. Lawrence River at Massena AOC.

Those interested in applying for a Great Lakes AOC grant for a potential land acquisition project relating to any of the above Areas of Concern should familiarize themselves with the FFO (linked below) and the associated eligibility and program requirements. Potential projects should be ‘ready-to-go’, likely to be completed within 18 months from the anticipated October 1, 2013 start date for an award, and be held in perpetuity by a public entity.

Department staff are available to discuss potential projects. Technical and programmatic questions will be directed to NOAA’s staff responsible for the AOC program. If the decision is made to move forward with a project, a complete GL AOC application will need to be received by the Department of State by COB Friday, January 4, 2013. After an internal Department review, the Department will submit the application to NOAA by its February 4, 2013 deadline.

If a grant application is funded by NOAA, the co-applicant – the public entity that would be taking title to the property - submits a full application to NOAA that further leads to a contract with NOAA for the GL AOC funds. The Department of State neither receives such funds nor does it hold public property.
