State Energy Conservation Construction Code
Effective January 1, 2015

On November 18, 2014 the New York State Fire Prevention and Building Code Council voted to adopt an update to commercial provision of the Energy Conservation Construction Code of New York State (ECCCNYS).The ECCCNYS addresses the design and construction of energy-efficient building envelopes and the installation of energy-efficient mechanical, lighting and power systems through requirements emphasizing performance. This comprehensive code establishes minimum requirements for energy-efficient buildings using prescriptive and performance-related provisions. It makes possible the use of new materials and innovative techniques that conserve energy. The ECCCNYS 2014 which will primarily effect Commercial building construction and renovation, has an effective date of January 1, 2015.

Commercial Provisions

Commercial buildings must be designed in accordance with the IECC 2012 as modified by the 2014 Supplement. The IECC allows alternative design by with the ASHRAE 90.1-2010, Energy Standard for Buildings, Except for Low Rise Residential Buildings, also as modified by the 2014 Supplement. The Energy conservation requirements for commercial buildings are found in the 2012 International Energy Conservation Code (2012 IECC) as modified by the 2014 Supplement. The 2012 IECC is available to view online here.



ASHRAE 90.1-2010
Free Online Version

The 2012 IECC provides multiple compliance options for commercial type buildings. The first compliance option is the use of ASHRAE 90.1 – 2010 (the minimum standard established by the DOE) or compliance with the Commercial Provisions of the 2012 IECC. The 2014 Supplement provides modifications to the ASHRAE 90.1-2010.

The Energy Conservation Construction Code of New York State (NYSECCC) is based on the 2012 International Energy Conservation Code and ASHRAE 90.1 – 2010 Standards, as modified by the 2014 Supplement which is available here.


Residential Provisions

The Residential Energy provision are still found in the 2010 Energy Conservation Construction Code and Chapter 11 of the Residential Code of New York State (RCNYS 2010). Multiple compliance paths are given in Chapter 4 of the ECCCNYS 2010, and in Chapter 11 of the RCNYS 2010. The plans submitted must show adherence with the requirements of one of the compliance paths. Submissions developed by a designer and based upon any of the various compliance paths found in the ECCCNYS 2010 itself may be provided to show compliance.
