WATERFRONT REVITALIZATION

LWRP MONITORING AND EVALUATION

The Office of Planning and Development conducts periodic monitoring with coastal communities having approved Local Waterfront Revitalization Programs (LWRP). The monitoring process provides the opportunity for the community to consider whether its LWRP is being used at its highest potential as a strategic plan for the waterfront area.

In collaboration with the Office, the process includes having conversations with local representatives who are most familiar with the community’s LWRP. Through phone and in-person meetings, the community provides input on topics such as local administrative responsibility of the LWRP; status of projects, land and water uses identified in the LWRP; changes in zoning and local laws since adoption of the LWRP; adequacy of the local consistency decision-making procedure; and, overall level of continuity of local actions with the LWRP. The monitoring process also provides the opportunity for the community to reflect on its successes and discuss potential areas of improvement.

At the conclusion of the monitoring process, a written report of findings and recommendations is prepared and shared with the community. Technical assistance and training to strengthen community capacity, or to further advance the community’s vision for its waterfront, may be suggested. As appropriate, the community may consider amending its LWRP to provide an updated strategy for its waterfront area. Below are the monitoring reports produced since 2010.
