Technical Support on the Uniform Code and Energy Code

Technical Support is a service provided by the DBSC to code enforcement officials, design professionals, and the general public on the Uniform Fire Prevention and Building Code (Uniform Code) and State Energy Conservation Construction Code (Energy Code). The unit also periodically issues technical bulletins that clarify Code issues or that advise the public of newly developed conditions or practices that affect the Code. DBSC staff members providing technical assistance have a broad background in different disciplines including code enforcement and architecture, as well as civil, fire protection, mechanical, and structural engineering. Requests for technical support may be submitted through telephone calls, email, and faxes.

How Technical Support Services are Provided

If you are not a code enforcement official:
It's recommended that you contact the local code enforcement official.

If you are a code enforcement official or state agency personnel:
Contact the appropriate Regional office.

If you are a design professional or contractor:
It's recommended that you contact the local code enforcement official where the project or job is located.

NOTE: Please be aware that regional offices are not staffed by administrative personnel. If you call one of our regional offices, you please be prepared to leave a message. Please leave your name, telephone number and a brief description of the reason for your call.

Additional Services
The Technical Support Unit is no longer responsible for things such as the approval of factory-built homes and buildings, (Modular buildings), the certification of manufacturers, retailers, installers, and mechanics of manufactured homes, (HUD Code Homes), variances, etc. Please see the below links to other DBSC units for the appropriate contact information on these topics.

Code Development Unit

The Code Development Unit serves as Secretariat to the State Fire Prevention and Building Code Council (Code Council), administering statutory functions. Responsibility for developing and maintaining the Uniform Codes and the Energy Code is vested in the Code Council. Periodically, both the Uniform Code and the Energy Code require amendment. If the Code Council decides to amend either code, it commences a process for rule making set forth in the State Administrative Procedure Act. In addition, the Code Council is empowered to review the petitions from local governments for adoption of higher or more restrictive local standards (MRLS).

The six instructors in the Educational Services Unit travel throughout New York State providing the basic training required for initial certification as a Code Enforcement Official (CEO), and developing and delivering in-service training programs http://www.dos.ny.gov/DCEA/edu_inserv_courses.html for maintaining that certification. Instructors also participate in and/or attend numerous conferences and seminars http://www.dos.ny.gov/DCEA/edu_inserv_conferences.html offered throughout the year.
