Program Summary

The NBRC and DOS have announced the availability of federal grant money for economic and community development projects for local governments and non-profits in New York State. The NBRC is a four state regional program that also includes parts of Vermont, New Hampshire and Maine, and covers the following New York counties: Cayuga, Clinton, Essex, Franklin, Fulton, Hamilton, Herkimer, Jefferson, Lewis, Madison, Oneida, Oswego, St. Lawrence and Seneca.
Project evaluation is managed by the New York Department of State. Applicants should clearly describe the nature of the project and why it is eligible. Such conclusions must be supported with documentation and consistent with the definitions found below. Projects should also be consistent with regional and local community development plans, including the relevant Regional Economic Development Plan.
Note: The Department of State, as a State Infrastructure Agency under Article 6 of the Environmental Conservation Law (State Smart Growth Public Infrastructure Policy Act), is required to determine whether an application for grant funding for a public infrastructure project is consistent with the Smart Growth Criteria outlined in Article 6.

Available Funding

Up to $500,000 is eligible for infrastructure projects, with an eligible maximum award of $250,000 for all other types of eligible projects.

Eligible Purposes

Eligible funding categories for NBRC investment include: Transportation infrastructure; telecommunications infrastructure; basic public infrastructure; business and workforce development; renewable and alternative energy; basic health care; and, resource conservation, tourism, and recreation.

County Economic Designations and Funding Match

The NBRC establishes each counties economic designation based upon the following criteria:

  1. Outmigration of Population
  2. Per Capita Income lower than the national average
  3. Unemployment higher than the national average
  4. 2000-2010 Population increase less than the national average
  5. Poverty Rate higher than the national average

All NBRC counties in New York State have been defined as distressed counties. Projects within these counties will require a funding match of 20% of the qualified project costs.
