ALERT: The New York Forward  guidance for personal care has been amended to permit services that require a customer to remove their face covering.  The updated detailed guidance can be found here, which provides the following: "Responsible Parties are prohibited from offering personal care services that may require customers to remove face coverings (e.g., face massage, facials, face waxing around lip or nose areas, face tattoos, facial makeup, cosmetic lip tattooing, lip or nose piercings, beard trimming or shaves), unless the employee is wearing a face shield or similar barrier in addition to their face covering. Further, any employee performing such services must be tested, at least once on or after September 3, 2020, for COVID-19 through a diagnostic test and receive a negative result prior to the employee performing services that require removal of a customer’s face covering."

ALERT: Hair salons and barber shops are now open with strict guidelines in all regions of New York State. Please visit http://forward.ny.gov to view the guidelines. NOTE: Per the guidelines, hair service businesses in New York City that are open as part of Phase Two are prohibited from offering all services not related to haircutting, coloring, or stylings; prohibited services include, but are not limited to: beard trimming, nose hair trimming, facials, nail services, makeup application, threading, tweezing, or waxing.

An individual may apply for an Appearance Enhancement Business License to operate an Appearance Enhancement establishment that provides any or all of the services included in the practice of cosmetology, esthetics, nail specialty, natural hair styling and/or waxing.

NYS Appearance Enhancement Advisory Committee


LICENSE LAW pdf It is the responsibility of licensees to understand the Appearance Enhancement License Law. For instance, owners of an appearance enhancement shop shall conspicuously post a sign (pdf) at the entrance of the business indicating that the business and individual operators are licensed by the New York State Department of State and that rules and regulations governing the business and practices are available for review upon request.
