Office Closures and Examination Cancellations

Department of State Office Closures:

Out of an abundance of caution and in line with recent guidance issued by the Center for Disease Control and New York State, the following Customer Service Centers will be closed until further notice due to COVID-19. Some of the services provided by these offices include accepting summonses on behalf of the Department of State and assisting customers with license applications and renewals:

  • Albany
  • Hauppauge
  • Manhattan
  • Utica
  • Binghamton
  • Buffalo

The Department of State continues to provide services to customers remotely. Please see below list for how to obtain services through mail or telephone.

Apostille or Certificate of Authentication - Customers seeking Apostille and Certificate of Authentication services are to mail their requests to the following address:

* Please note: Due to the large volume of mail in requests, please allow for additional processing time before checking on the status of your Apostille or Certificate of Authentication request.

**Individuals who have a priority request based on travel plans within two weeks may schedule an appointment to have their documents completed at our Albany customer service office.  Please call (518) 474-4429 to make the appointment.  Copies of travel documents will be requested.

In response to the COVID-19 virus public emergency, most in-person administrative hearings scheduled with the Department of State Office of Administrative Hearings through August 14, 2020 have been postponed, including all hearings scheduled to take place at 123 William Street, New York, New York. Some hearings may proceed virtually. All parties are strongly encouraged to contact the Office of Administrative Hearings to confirm whether an upcoming hearing has been postponed, or with any other questions related to upcoming hearings. We are working diligently to resume hearings in a safe and appropriate manner in the near future.

Examination Updates:

The Division will begin the roll out of written examinations offered at exam sites located in regions that are currently in Phase 3 of reopening beginning July 6.  All examinations will be available based on established schedules and following all established recommended guidelines and safety requirements to prevent the spread of COVID-19.  Accordingly, all exam sites will reduce capacities to ensure that the recommended six-foot social distancing standards are followed.  For the immediate future, in order to effectively manage these standards, all written exams will require the exam candidate to schedule their exam date prior to appearing for an exam. Written Examination Updates:

Scheduled written exam candidates, whose exams were cancelled, (Real Estate, Appearance Enhancement and Barbers) received notification of their exam cancellation by email. Candidates will be rescheduled for their next exam by our office when exams in their region have been restored. Appearance Enhancement and Real Estate Salesperson and Broker candidates must monitor their online account for their new exam date. If the rescheduled date and time is not acceptable, candidates may reschedule their exam through their online account up to six days before the new date.

As exams are restored in each region, candidates with cancelled exams will be re-scheduled prior to allowing new candidates to register for exams.  Candidates who did not have an exam cancelation should view available exam dates through their online account.  Our office will be adding dates to the schedule as they become available in the various regions of the State.

Walk-in written exam candidates should refer to the Written Examination Instructions posted on Licensing Services’ website to schedule an exam. Walk-in exams will begin the week of July 13.  All exam candidates will need to schedule their exam prior to appearing to the exam site.  Exam schedules with dates and locations and scheduling instructions will be posted on our examination instruction pages and will be available once dates and locations have been set up.

Practical exam candidates, whose exam were cancelled, received notification of their exam cancellation by email.
