New York Department of State Announces Grant Award to Assist Village of Port Henry in Essex County
with Dissolution Plans

The New York Department of State today announced a $50,000 Local Government Citizens Reorganization Empowerment Grant (CREG) to the Village of Port Henry in Essex County for the study and subsequent plan for Village dissolution.  On June 25, 2015, the Village electorate submitted a petition to the Village Board to hold a referendum on municipal dissolution.  The Village has been approved for CREG funding to prepare a summary of the impacts of dissolution to inform the electorate before the referendum.  If the dissolution referendum is approved by a majority of the voters, funding will also assist the Village Board with creating a final dissolution plan.

The CREG program, a component of the Local Government Efficiency Program managed by the New York Department of State’s Division of Local Government Services, provides local governments with funding and technical support for the study, planning and implementation of municipal reorganizations.

“The residents of the Village of Port Henry have taken a very important first step in the process to streamline local government services,” said New York Secretary of State Cesar A. Perales. “In New York State, village residents have the unique ability to both create and dissolve this level of local government and have a direct impact in the formation of a more efficient and cost-effective municipality.”

Village of Port henry Deputy Mayor Matthew Brassard stated, “The Village of Port Henry would like to thank the Department of State for providing the grant opportunity to update the study to give the residents up to date information to make an informed decision about dissolution on October 27th.  Without this grant, the Village would most likely not have been able to provide this updated information.”

Deadlines for applications are 4:00PM on the first Wednesday of each month. Local governments can now submit CREG applications and receive award notification online via the new Gateway Grant Opportunity Portal at
